Builds in Dashboard sidebar

This has been bothering me for a little while. The Dashboard (landing page) sidebar includes Issues, Merge Requests, Todos, but not Builds. I'd like to see if any Builds are currently running for commits I've made, and I'd also like to see what Builds I've made that have already finished by clicking on the "Builds" link.

Had some debate about this. If we showed Pipelines on the sidebar, and defaulted to a view of pipelines that the user triggered, that would be useful. Builds might be too granular, but pipelines makes sense.

Builds is gone from the project-level menu. This issue is now covered by #18054 (moved).
