Cannot upload Excel files on new issue

After an issue has been opened, it is possible to add a non-image file via the comment field. However, on opening a New Issue, non-image files result in a message indicating "You can't upload files of this type."

There should be a mechanism to allow alternate file types on opening a new issue.
