Official GitLab Figma plugin

Problem

Currently, we only support Sketch, this will support all Figma users who want to use GitLab. It will also enable our own team to start uploading directly to issues because they moved off of Sketch.

Proposal

To distribute the plugin, it would be good if we can get the plugin published through Figma.

There is a multi-day review process for adding a plugin for Figma but after it is accepted we can update the plugin easily and fast.

Without publishing the plugin, we can use/test it internally by adding the plugin as a "Development" plugin.
