Add support for new AWS EKS Access Entries feature

AWS recently introduced a new feature to configure IAM access to Kubnernetes clusters (UI access, management, etc...) that greatly streamlines and improves the process to grant access.

In the past this needed to be done via the aws-auth config map, which was cumbersome and didn't place nice with Terraform.

Task is to add support for this new feature.
