Configure no eviction policy for combined and permanent Redis clusters on AWS and GCP

AWS Elasticache and GCP Memorystore both set their default eviction maxmemory-policy to be volatile-lru.

This isn't the right policy for GitLab, which requires allkeys-lru for Redis Cache instances but no eviction policy for combined and Persistent instances.

Task is to configure no eviction policy on combined and Persistent instances.
