Bump minimum Terraform version to 1.3.0+

The minimum Terraform version required by the modules is now >= 1.3 after merging of !1055 (merged). Need to update .tool-versions and documentation to a new minimum to match.

Per conversation in the last Terraform version bump there was hesitation about moving to 1.3.0, which potentially had some performance issues around terraform destroy. Latest version is 1.5.4, so it looks like our options are probably 1.4.0 or 1.5.0 to choose as our new minimum version.
