Remove Grafana from Monitoring role

After being deprecated in 16.0, Grafana will be removed from Omnibus in 16.3. Due to licensing, we cannot continue to support Grafana even in the current deprecated fashion. This Issue is to cover the work to remove the code for installing Grafana in the corresponding GET version.
