Add Geo provisioning and configuration to performance-environment-builder

With many thanks to @ashmckenzie, a WIP branch of the performance-environment-builder project has been used to spin up and configure Geo deployments for upgrade testing. The process is only semi-automated, though, and relies on multiple manual steps.

This issue is to improve automation to reduce/eliminate the manual steps, and add this Geo deployment automation to the main performance-environment-builder project.
