Only deploy Consul agents when required

Consul is used for Omnibus Postgres HA and optionally for Prometheus service discovery.

As such, there's various setups where the Consul server isn't present. In these scenarios the Toolkit should not deploy Consul agents accordingly (in both Omnibus / Cloud Native Hybrid)

Task is to do just that.
