Enable Infrastructure as Code (IaC) Scanning

GitLab now has a feature to lint scan Infrastructure as Code for any risks, best practices, etc... Infrastructure as Code (IaC) Scanning

Task is to enable this, fix any failures and exclude any that don't apply.
