Explore adding optional external AWS cloud load balancer support

We should look to add optional AWS cloud load balancer support in GET via Terraform for external load balancing as an option.

GitLab Rails, GitLab SSH and Grafana should be handled. SSL would also need to be considered.

For AWS in particular I think there are limitations around SSH support that limits the type of load balancer to be used.

Status - Blocked

This is blocked currently as there's no single option currently with the AWS Load Balancer types that supports all GitLab functionality alone. Depending on the requirements users have been deploying multiple variations of one or more load balancers to meet their needs. More information can be found here.
