Make User and Group IDs configurable

The User Ids and Group Ids are hard coded in the jinja templates for rails and sidekiq nodes. If running a single node, this is an unneeded setting. If on HA it could be problematic as it may conflict with a user id that already exists. I propose we make these dynamic with a default value.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
