Handle deprecation of Container Registry `threshold` setting (18.0)

A setting we use in GET has been deprecated and marked for removal from Omnibus in 18.0.

We need to manage this as standard - Switch to new setting from the version it was introduced to ensure it doesn't get set in 18.0 which in turn will trigger Omnibus's blocking behaviour.
