Docs: Improve to include using sidekiq-cluster via gitlab.rb

What does this MR do?

Currently, the document Extra Sidekiq Processes details using the sidekiq-cluster command to spin up additional processes. This can also be done via the gitlab.rb file. We should detail the process, how to find the queue names, and some of the other related options in the gitlab.rb file.
