Replicate repository creation in Geo secondary node

With this merge request, we will proactively create a empty repository in the secondary node when a project is created on a primary node. While the repository itself would be created anyway after first push, by not replicating this initial state, Geo (#76 (closed)) replication may look broken for the user.
