Resolve "Switch snowplow storage strategy back to localStorage pending upstream fix"

What does this MR do?

This MR re-enables Snowplow's stateStorageStrategy=localStorage as the underlying issue was fixed upstream.

In addition it moves the Snowplow library from ee/app/assets/javascripts/shared/snowplow/sp.js to vendor/assets/javascripts/snowplow/sp.js.
