Add saml_discovery_token unauthenticated access
What does this MR do?
Introduces saml_discovery_token to help keep private groups hidden. It will be used on the metadata path and to reveal the sign in form.

For a paid feature, have we considered GitLab.com plans, how it works for groups, and is there a design for promoting it to users who aren't on the correct plan?
