Update DB model for security reports
What does this MR do?
After further implementation some different needs appeared which imply to update the DB model.
Instead of dealing with complicated migrations I just drop and re-create affected tables. These table were introduced in this iteration and contains no data.

For a paid feature, have we considered GitLab.com plans, how it works for groups, and is there a design for promoting it to users who aren't on the correct plan?
