Remove condition on Security Dashboard quicklink
What does this MR do?
Remove condition on Security Dashboard quicklink.
The condition was checking existence of security reports which implies an expensive DB look up for specific artifacts.
The quicklink will now just always been displayed as soon as the feature is available. This behavior is consistent with the link in the leftbar menu.
