Geo - Respect backoff time when repository have never been synced successfully
What does this MR do?
Repositories have never been synced if last_(repository|wiki)_synced_at is nil. Otherwise, it means that the first attempt to synchronize could be failed and we should respect the backoff time when rescheduling.
