What does this MR do?

- Ports https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/16867 to EE
- Removes tier from headers
- Replaces "EES, EEP, EEU" => "Starter, Premium, Ultimate"
- Replaces "Enterprise Edition Starter" => "Starter"
- Replaces "Enterprise Edition Premium" => "Premium"
- Replaces "Enterprise Edition Ultimate" => "Ultimate"
- Replaces https://about.gitlab.com/gitlab-ee/ with https://about.gitlab.com/products/, as the
gitlab-eepage doesn't say anything about the EE subscriptions.
