Pipelines quota for user profile
What does this MR do?
This brings Personal pipelines quota to user profile allowing him to see where he did spend most of his build minutes.
Are there points in the code the reviewer needs to double check?
This still requires finishing this changes, pretty much Frontend code and feature tests for Frontend code.
