Add MR table component for Productivity Analytics

What does this MR do?

This is one of many MRs for the new Productivity Analytics page.

Adds the MergeRequestsTable and MergeRequestsTableRow components which will be used on the Productivity Analytics page later (for https://gitlab.com/gitlab-org/gitlab-ee/issues/12079)
