Add setting for gitlab-elasticsearch-indexer path

What does this MR do?

The indexer is now setup by GDK (gitlab-development-kit!728 (merged)), which needs to provide the path so it can be used in all Rails processes, including those not started through GDK like the console and Rake tasks.

By default it will be resolved through $PATH, as before.
