Resolve "Limit creation of the Alert Bot in Usage ping"

What does this MR do?

This MR limits the creation of the GitLab Alert Bot only for GitLab Ultimate users during collecting usage ping data.

It also improves the performance of the usage data spec (~20s ⏬ ~15s).
