Tick runner queue after CI minutes is purchased

What does this MR do?

Issue:

After additional pipeline minutes are purchased, the pipelines fail to start and continue to remain in pending state. The Support team currently resets the additional minutes for it to continue.

Fix:

When a user purchases additional pipeline minutes, force restart by ticking the runner queue.
