Port to EE: Introduce service for merge request pipeline creation

What does this MR do?

This service is going to be used in https://gitlab.com/gitlab-org/gitlab-ee/issues/9186 and https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/27994.

Decoupling the implementation to here in order to reduce the change size per merge request.
