Create e2e tests for scoped labels on issues

What does this MR do?

• Create end-to-end tests the scoped labels feature
• Update Page Objects accordingly
• Update resources accordingly
• Update views to add qa- classes for testability
• Update affected tests accordingly

Note: with the changes in the resources, other end-to-end tests can be refactored for fabrication via API, which will make them faster and more reliable.
