Fix QueryRecorder count for epic creation

What does this MR do?

• Increases the query count in a spec
• References https://gitlab.com/gitlab-org/gitlab-ee/issues/11539 which I will now work on to ensure a long term fix
• Makes sure the :enforced_sso_requires_session feature flag prevents the extra queries from taking place
