Minor updates to EE after porting pages to CE

Changes a few comments which mark pages as EE only, and mentions the port in the docs

  • remove EE-only comment from app/policies/project_policy.rb#owner_access!
  • ^similar for #master_access!
  • move EE-only mark on config/sidekiq_queues.yml
  • EE-Specific around config/routes/project.rb:42
