Return Vulnerabilities::Feedback created_at column

What does this MR do?

This change exposes the created_at column of Vulnerabilities::Feedback. It will be used to show dismissal details, as well as issue and merge request creation times throughout the security dashboards.

This change is necessary to complete #9715 (closed)
