Resolve "Deletion of vulnerability-associated issuables prevents security report from loading"

What does this MR do?

• Fixes problem that when an issue or MR has been created from a security report, deleting that issue or MR will prevent the Security report from rendering.
• Provides the ability for a new issue to be created from the Project Security Dashboard.
• It does not provide the ability to do that from the Group Security Dashboard yet.
