Geo - Cleanup repository and tracking database entries when a project is moved out of the selective sync constraint

Summary

While investigating https://gitlab.com/gitlab-org/gitlab-ee/issues/7109, I notice that we are not removing any entry in the tracking database nor removing the repositories from disk when it is moved to a different place where it's out of the selective sync constraint.
