Display key-value labels in own area in sidebar

https://gitlab.com/gitlab-org/gitlab-ee/issues/9175 allows key-value labels to be a concept. However, the user experience is not great because when a user sees such a label in the sidebar, it is mixed in with other labels.

This issue allows users to specify which key-value labels will appear in their own section. In the labels list UI, for any label that is a key value label, i.e. uses : syntax, you can toggle whether it will have its own section in the issue/epic/mr sidebar UI. If you toggle it on, then it will display separately in its own section, and not in the regular Labels section.
