Improve NPM Registry documentation

We received the following feedback about our NPM documentation:

Hello, Is the NPM registry available across repos? Will CI be able to use shared modules across projects? The documentation isn't clear.

We should clarify that the registry endpoint is instance wide for reads, and per project for writes.
