Show Alert Thresholds on Metrics dashboard using AreaChart

Alert thresholds were added to Metrics charts in https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/7538

We have gitlab-ui area charts behind a feature flag currently, which doesn't include them.
