Disable third party offers by default for Premium and Ultimate customers

Problem to solve

Currently the GCP credit banner is enabled by default on all GitLab instances. We have received objections from Premium customers that ads are not appropriate in an enterprise product.

Default the Third party offers option in Admin Area -> Settings -> Integrations -> Third part offers setting to disabled for Premium and Ultimate customers
