Epics autocomplete not showing milestones in public groups without explicit permissions

When autocompleting milestones within an epic, milestones of the current group and its ancestors that a user has access to are shown.

When the group or ancestor group is public, milestones should be included. This is currently not the case. Milestones from these public groups are not included unless the user is explicitly added as Guest or higher permission.
