Engineering discovery for multi-module Maven projects support for SAST

This issue is to better understand how to support multi-module Maven projects in our SAST tool, and to figure out which are the technical requirements needed.

The goal of this issue is to create a technical analysis, and then the actual implementation will be done in https://gitlab.com/gitlab-org/gitlab-ee/issues/7271.
