Create a project from a template doesn't work anymore

Summary

Since an upgrade to 11.6, when I create a new project from a template, it creates a new blank project.

Steps to reproduce

From an hosted 11.6.0 GitLab :

1. Click on the + and New project in the menu bar
2. Click on the Create from template tab
3. Select the instance tab
4. Select the template and press Use template

It will create a blank project. Tested successfully for the last time the 14 December with GitLab 11.5.3.
