Protected variable visibility - documentation

The documentation at https://docs.gitlab.com/ee/ci/variables/#protected-variables doesn't mention what permissions are required for a user to see the values of Protected Variables in the CI/CD configuration pages at /settings/ci_cd. Could that be clarified?
