VersionEye - Add option to activate GitLab Version Service to the administration panel of a repository

Description

We need to let repository owners activate GitLab Version Service on any repository they control.

Specification

• Under settings (/repo_name/edit) (as shown below), there is a new option to activate GitLab Version Service.
• By default, GitLab Version Service is not activated on a repository.
• The Read more link will redirect to a dedicated page introducing the feature.
