Special licence pricing for startups and/or low-income countries

Dear awesome GitLab team,

Have you thought about proposing special licenses pricing for startups and/or low-income countries ?

We experienced such strategy with some other projects like Odoo and we think that without this strategy it will be very hard to aqcuire and use the enterprise versions.
