Move Issue#related_issues into EE modules

From https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/7825#note_106960772, in EE, app/models/issue.rb defines related_issues, and spec/models/issue_spec.rb contains a spec for this. I think we should put these in the ee/ directory to avoid conflicts.
