Email notifications for impending GitLab.com user charges
Problem to solve
Before we start auto-billing for GitLab.com user charges, we should inform users of any charges before they happen.
Proposal
- If a GitLab.com group's active members ever exceed the members paid for in their plan, send them an email that they'll incur additional charges.
- Send an email notification to the user once for the month, informing them that they'll be charged for overage and to watch

Emails should be reflected in SFDC.
What does success look like, and how can we measure that?
- Email notifications are going out ahead of time to applicable groups. We're giving users at LEAST 24 hours of notice before they're charged.
