Activation email after 7 days
Description
It would be great to send activation emails to users who don't have any activity n days after sign-up. Currently, if you sign-up you get a confirm your account's email, and on gitlab.com you automatically get emails about product updates thenceforth, but no follow-up email to prompt you to begin using GitLab if you have no activity.
If you're running Gitlab ee it's your interest to have active users. At gitlab.com this is obvious but as an ee customer you want to maximize the usage of seats that you're paying for.

e.g. After 7 days if the user didn't have any activity (create repo / mr / comment) it would be great to send an email with communicating gitlab's value, why does this happen or just simply encourage re-engage with Gitlab. As a first step, the content is irrelevant.
I guess would be a good idea if admins could enable this like email confirmation
Regarding the api doc for each profile, there are already confirmed_at
and last_activity_on
attributes so these could be used to calculate the difference.
What does success look like, and how can we measure that?
