Requiring pipeline to succeed before merging MR no longer works with external CI

Summary

The option "Only allow merge requests to be merged if the pipeline succeeds" no longer appears in Merge request settings.

We use external CI for our testing.

We do not have GitLab built-in pipelines enabled.

This was working fine in self-hosted GitLab 10.x EES, no longer works with 11.0.3.

Steps to reproduce

  1. Add external CI to a project (i.e. TeamCity)
  2. Go enable the option, it's not there

What is the current bug behavior?

Not possible to require green pipeline before merging with external CI.

What is the expected correct behavior?

Should work with external CIs (pipelines).
