Remove Geo snapshot feature flag

Geo snapshot sync is currently disabled by default. To enable it, you have to know to run Feature.enable(:geo_redownload_with_snapshot)

Since it's proven itself during the GCP Migration, I propose we unconditionally enable it now so everyone can benefit.
