Feature Request: More granularity in permission settings for private repos

Problem to solve: When using Service Desk with a private repo, only those with access to the entire project are able to access the issues. Users submitting issues are unable to access their own issue and see the status and must track the issue through emails. Often time emails are deleted or not easily accessible so when they get a response on their issue, they may not know what it is relating to or who sent the response. Furthermore, other users are not able to be added to the issue if they need to be brought into the discussion. When I used Jira, users had access only to the issues they created and could tag people to add to the issue so they could access it as well. This allowed for easier
Proposal: Allow for more granular permission settings so that issue creators can access their issue in a private repository, as well as add others to the issue.
