Search box shows "No matches found" when searching for an approver and less than 3 characters are typed
Summary
Then searching for an approver, typing less than 3 characters does not initiate a search, but rather than saying something like "Please enter more characters", the search box says "No Matches found". This makes the user think there are no results, but they actually need to type more

- Edit merge request
- Type 1 or 2 letters into the 'approvers, "search for a user"' box
